K. Mulrooney Trucking Ltd. launches Phase 2 of reconstruction of Orchard Drive in Belleville

City of Belleville officials gathered last week to officially kick off construction on phase two of the major Orchard Drive reconstruction project.

Phase 1 of this project which included the reconstruction of Orchard Drive from North Park Gardens to Prince of Wales Drive, and Pringle Drive from North Park Street to Orchard Drive, was completed in 2021.

“This is an exciting day for Belleville and particularly those who live in this area of the city,” said Mayor Mitch Panciuk. “Not only will this work improve roadway drainage and water service for impacted residents, it will also support active transportation and expand the life of the roadway.”

The second phase of the construction – awarded to K. Mulrooney Trucking Ltd. – is now underway and will include a total road reconstruction of the northern crescent of Orchard Drive, from the North Park Gardens west intersection to the North Park Gardens east intersection, replacing the sanitary sewer and watermain and adding a new underground storm sewer.

Existing roadway ditches will be filled in with the construction of a new roadway to match the current urban cross section completed on Orchard Drive last year. The new roadway will include the addition of curb and gutter, as well as a 1.5-metre-wide, AODA-compliant sidewalk on one side of the road.

Construction will continue until late November and resume next spring. The project is expected to be completed by late August 2023.

Funding for the Orchard Drive reconstruction project was provided in part through the federal government’s Canada Community-Building Fund (CCBF), formerly known as the federal Gas Tax Fund.

“Improving roads is an essential part of maintaining safe and connected communities,” said Kingston and the Islands MP Mark Gerretsen.

“Programs like the Canada Community-Building Fund provide communities across the country with support to build and maintain the infrastructure that helps them to grow and thrive. The Government of Canada is proud to contribute to the reconstruction of Orchard Drive.”
