Infrastructure Ontario has issued a Request for Qualifications (RFQ) for teams to deliver the Quinte Detention Centre Expansion Project.
The RFQ is the first step in the process to select a team to deliver the project. Submissions will be reviewed to shortlist teams with the required construction experience applicable to this project, as well as the financial capacity to deliver a project of this size and complexity.
Shortlisted teams will then be invited to respond to a Request for Proposals, which is expected to be released in the summer of 2025. Interested companies must register with merx.com to download the RFQ.
The Quinte Detention Centre Expansion Project is being delivered using a Design-Bid-Build model. The architect and engineers of record, under contract to Infrastructure Ontario, are completing the design documents. This RFQ is to select a contractor to deliver the project based on these designs.
Quinte Detention Centre in Greater Napanee is being expanded to add 66 new beds. The expansion will bring the institution’s capacity to over 300 beds.
This project is part of the Ontario government’s plan to increase capacity at several adult correctional facilities to ensure staff and inmate safety as well as sufficient capacity in both the short- and long-term.
The expansion will also include 66 new beds, bringing the total capacity to over 300, along with:
- Reception and visitation
- Executive administration
- Institutional Crisis Intervention Team (ICIT)
- Staff facilities
- Admitting and discharge
- Health services and infirmary
- New parking areas
- Increased capacity for female inmates/
