NAPANEE – Infrastructure Ontario has invited four companies to submit proposals for the Quinte Detention Centre Expansion Project.
EBC Inc., EllisDon Corporation, Ledcor Projects Eastern Limited, and Pomerleau Inc. were prequalified through a request for qualifications process that began in October 2024. Selection criteria included construction experience relevant to the project and the financial capacity to deliver a project of this scale and complexity.
Prequalified firms will now prepare detailed proposals outlining how they plan to deliver the expansion. Once submissions are received, Infrastructure Ontario and the Ministry of the Solicitor General will evaluate them, select a preferred proponent, and negotiate a final contract. A fairness monitor will oversee the entire procurement process. The successful company is expected to be announced in summer 2026.
The expansion will add 91 new beds to the Quinte Detention Centre, bringing its total capacity to over 300, and increase capacity for female inmates. The project is part of the Ontario government’s plan to increase adult correctional capacity to ensure safety for both staff and inmates.
Planned facility improvements include expanded reception and visitation areas, executive administration offices, the Institutional Crisis Intervention Team (ICIT) space, staff facilities, health services and infirmary, admitting and discharge areas, new public and staff entrances, recreational areas, and additional parking for staff and visitors.
The project will be delivered using a Design-Bid-Build (DBB) model, which provides the government with increased control over the project while maintaining flexibility to address changing conditions and requirements.
