The City of Ottawa is seeking expressions of interest for the location, design and construction of a new central library.
In published advertisements, the city says “a preferred site location, and delivery method, for constructing the central library has not yet been determined.”
However, the city says it intends that the timeframe for “the entire process to select a site, delivery method and commence construction is 32 months.” The Request for Expressions of Interest (REOI) “is the first stage of a three-stage procurement process to identify a development site and project delivery method,” the announcement says, indicating a specific size for the building of 2,263 sq. m.(132,000 sq. ft.).
“It is the intent of the Ottawa Public Library and City of Ottawa to engage the development community early in the project process,” the announcement said. “The industry feedback gathered during the REOI will be used to refine the business opportunity and guide the assessment process for the RFQ process to be undertaken as part of Stage 2 of the procurement process.”
The Ottawa Central Library is envisioned as an innovative and iconic facility. Combining form and function, the structure will be advantageously positioned and clearly distinguished from any potential partner development that might be co-located on a joint development site.
The city invites potential developers to request commercially confidential meetings “to seek both clarification of the opportunity and provide feedback.” The city says these confidential meetings will “permit an open exchange between the OPL/City and the respondents, and will provide valuable industry insight and feedback that will be used to develop the terms of reference for the RFP.”
The city says requests for these meetings should be made by Oct. 30 and expressions of interest are required by Nov. 17.
“The REOI is inclusive and flexible and is not designed to pre-qualify respondents. A potential respondent who does not participate in the REOI is not precluded from participating in any future procurement (RFQ and/or RFP).”
